A public HTTPS load balancer forwarding to a static backend, with a self-managed certificate. Traffic flow: a client hits the floating IP → the HTTPS listener terminates TLS using the certificate → a listener rule matches the request path → it forwards to the target group → which sends it to the static target (the backend VM's private IP on port 80).
